Disabled Parking

Why do people who can walk just fine get disabled signs issued to them?? And it's not fair when other people use a parking sign from a relative just so they can park close. Many time my husband who is paraplegic has to park far away because those who really don't need it use up all the spaces. NOT RIGHT!!
